2007-2011 Strategic Plan (as presented at November 19, 2007 Board of Commissioners Meeting)
Every five years, the District's Board of Commissioners reviews and updates a Strategic Plan. The Strategic Plan takes its place alongside the other planning and guidance documents used in the management of the District. The District's enabling legislation and the Humboldt Bay Management Plan provide specific legal and policy guidance for the balancing of harbor and recreational uses of Humboldt Bay while protecting the environment. The Strategic Plan provides guidance to the District's Commissioners and staff on where the public would like the District to put its emphasis over a five-year period. The Strategic Plan does not detail day-to-day management or project tasks, but rather describes the overall direction the District should go during the Plan's time period.
The District's Strategic Plan Committee has been collecting input and crafting a draft plan for several months. This report contains a few specific recommendations and a great deal of background material. If adopted, the recommendations will establish high-level priorities for the District. The background material provides a rationale for the strategic objectives as well as cataloging a lot of suggestions worthy of further consideration.
